Plain-language change summary

The amendment updates the section regarding who can review and comment on certain matters related to Indian tribes. It specifies that only Indian tribes in the affected area and individual members of those tribes, along with other residents and local governments, will have this opportunity. The change clarifies the participation of individual tribal members and removes reference to "federally recognized tribal" governments. This matters because it refines the criteria for engagement while allowing broader input from individual members of tribes.
