Most of what a law actually does to you is decided by an agency, months later, in a comment window you have to know about to use. We read the state registers and the Federal Register every day, and put the deadline on every rule.

A comment window is the last door that is still open.

Once a rule is final, the argument moves to a courtroom. While the window is open, a comment on the record is the cheapest influence available to anyone — and it closes on a date nobody announces to you.

Each state publishes its proposed rules in its own register, in its own format — a weekly PDF here, a search form there. We parse them one at a time, which is why this is the half of rulemaking most trackers skip.

A rule has one actionable date on it, and it is the day the comment window shuts. We read it off the notice itself wherever the agency states one, show it inline rather than behind a click, and tell you which windows close this week — so the deadline reaches you while you can still act on it, not in the summary afterwards.
