Plain-language change summary

The latest version of Bill SB 3043 increases the budget for an agency from approximately $37 million to about $38.57 million, reflecting a significant funding boost for the agency. It also clarifies that the agency can only use some of these funds to fill existing vacancies and not to increase salaries for current employees. This change aims to ensure more hiring while preventing the use of these funds for salary adjustments, thereby maintaining a minimum salary standard. This matters because it emphasizes the goal of increasing the workforce rather than simply raising the pay of existing staff.
