(a) "Fair market value" means the highest estimated price that the property will bring if offered for sale on the open market, TDR H01425'25_HB4702_INTR_1H01425'25_HB4702_APH_1 rg0m7comj072 1 allowing a reasonable time to find a purchaser who would buy with knowledge of the property's possible uses.
(1) The state administrative board, on behalf of this state, may convey by quitclaim deed or transfer by affidavit of TDR H01425'25_HB4702_INTR_1H01425'25_HB4702_APH_1 rg0m7comj072 1 jurisdictional transfer all or portions of real property described in subsection (2) owned by this state and under the jurisdiction of the department of technology, management, and budget.
Except as provided in section 3, the department of technology, management, and budget may take the necessary steps for TDR H01425'25_HB4702_INTR_1H01425'25_HB4702_APH_1 rg0m7comj072 1 the conveyance or transfer of the property described in section 2 by the state administrative board using any of the following means:
The department shall give the first opportunity to purchase the property to the first unit of local government to make an offer by registered mail to TDR H01425'25_HB4702_INTR_1H01425'25_HB4702_APH_1 rg0m7comj072 1 purchase the property.
(g) Transferring the property to the state land bank authority TDR H01425'25_HB4702_INTR_1H01425'25_HB4702_APH_1 rg0m7comj072 1 created under section 15 of the land bank fast track act, 2003 PA 258, MCL 124.765.
TDR H01425'25_HB4702_INTR_1H01425'25_HB4702_APH_1 rg0m7comj072 1 (5) If property conveyed under this act was used by this state as a historical monument, memorial, burial ground, park, or protected wildlife habitat area, the grantee or any successor shall maintain and protect the property for that purpose in perpetuity in accordance with applicable law.
The state treasurer shall credit the money TDR H01425'25_HB4702_INTR_1H01425'25_HB4702_APH_1 rg0m7comj072 deposited to the general fund.
