Plain-language change summary

The revised bill, HB 4506, has changed the age criteria for defendants eligible for life imprisonment without parole from those aged 18 to 20 at the time of the offense to those who are 18 years old but now specifically excludes individuals older than that. This new wording ensures that only those who were exactly 18 years old at the time of the crime could face such severe sentencing under certain circumstances. This change matters because it narrows the individuals who may receive life sentences without the possibility of parole, potentially impacting the legal consequences for young adult offenders.
