In plain language

The bill increases borrowing limits for agricultural real estate and removes certain financial restrictions.

This bill amends the Illinois Finance Authority Act to raise the maximum amount of bonds for agricultural borrowers. It also eliminates the limit on loans for new agricultural property based on the borrower’s net worth.

What this means for you
  • Workers: Agricultural workers may benefit indirectly from increased investment in the farm sector, which could lead to job stability and growth.
  • Small Business: For agricultural businesses, this means more potential access to financial resources for real estate purchases and investments.

Summary

Amends the Illinois Finance Authority Act. Provides that the maximum amount of notes or bonds that may be issued by the Illinois Finance Authority for any one agricultural real estate borrower may be increased by a higher amount than currently allowed if a higher amount is permitted by statute or regulation. In provisions concerning agricultural assistance loans, removes provisions providing that no proceeds from any bonds issued by the Illinois Finance Authority shall be loaned for the purchase of new depreciable agricultural property to any natural person who has a net worth in excess of $500,000. Effective immediately.
