Plain-language change summary

The recent changes to Bill HB 4128 expand the definition of "qualified facility" to include not only advanced nuclear reactor facilities but also existing nuclear facilities owned by the taxpayer. Additionally, the requirement for power uprate operations has been relaxed, removing the stipulation that such uprates must have been in place before January 1, 2016. This matters because it broadens the eligibility for tax incentives, potentially encouraging more investment in both existing and new nuclear energy projects.
