(a) "Fair market value" means the highest estimated price that the property will bring if offered for sale on the open market, allowing a reasonable time to find a purchaser who would buy with TDR H01345'25_HB4090_APS_1H01345'25_HB4090_APH_1 z7ec8heqd0cw 1 knowledge of the property's possible uses.
(1) The state administrative board, on behalf of this state, may convey by quitclaim deed in accordance with this act all or portions of real property described in subsection (2) that is TDR H01345'25_HB4090_APS_1H01345'25_HB4090_APH_1 z7ec8heqd0cw 1 owned by this state, that is under the jurisdiction of the department of corrections, and that was formerly the site of the Mound and Ryan Correctional Facilities in the City of Detroit in Wayne County.

The City of Detroit may acquire the property for $1.00 TDR H01345'25_HB4090_APS_1H01345'25_HB4090_APH_1 z7ec8heqd0cw 1 or, if approved by the director of the department of technology, management, and budget, any portion of the property for $1.00.
TDR H01345'25_HB4090_APS_1H01345'25_HB4090_APH_1 z7ec8heqd0cw 1 (f) Offering the property for sale for less than fair market value to the units of local government in which the property is located.
(c) The unit of local government must reimburse this state at TDR H01345'25_HB4090_APS_1H01345'25_HB4090_APH_1 z7ec8heqd0cw 1 closing for costs demonstrably incurred by this state that were necessary to prepare the property for conveyance.
(5) If property conveyed under this act is used in a manner that violates any of the restrictions imposed under section 5 or TDR H01345'25_HB4090_APS_1H01345'25_HB4090_APH_1 z7ec8heqd0cw 1 subsection (3) or (4), this state may reenter and take the property, terminating the grantee's or any successor's estate in the property.
