Plain-language change summary

The changes to Bill AB 450 now require the Board to issue a license by endorsement to marriage and family therapists and clinical professional counselors who meet the necessary criteria, rather than just allowing it at their discretion. Additionally, the bill removes the previous requirement for applicants to prove they have not been investigated by their regulatory authority, which means individuals who have faced discipline may still be eligible for a license. This change matters because it broadens access to licensed professionals, potentially increasing the availability of mental health services.
