Plain-language change summary

The latest version of Bill AB 386 removes a requirement that school districts and charter schools cover the costs of assessments used to evaluate reading proficiency. Instead, the focus is now on the state's authority to set standards for these assessments if schools do not include them in their plans. This change is significant because it shifts the financial responsibility away from individual schools, potentially encouraging them to adopt higher-quality assessments without the worry of incurring costs.
