and W HEREAS , In 1966, Richard was appointed to the position of Clark County Public Defender, the youngest Public Defender in the nation at the time;
andandender, the youngest Public Defender in the W HEREAS , In 1968, Richard was elected to the Nevada Assembly and in 1972, he was elected to the Nevada Senate, serving 4 years in the Assembly and 6 years in the Senate;
and W HEREAS , During his 10 years as a Legislator, Richard served as the Chair of the Senate Education and Senate Taxation - *SR4* – 2 – Committees, and helped pass the Corporate Gaming Act, which expanded the gaming industry in this State;
and W HEREAS , Richard was elected as a United States Senator where he served until 2001, and during his tenure he passed the - 82nd Session (2023) – 2 – Southern Nevada Public Lands Management Act and lead the fight against the Yucca Mountain nuclear waste dump;
