W HEREAS, An extraordinary occasion, resulting from the global COVID-19 pandemic, caused a delay in the completion of the 2020 decennial census;

and W HEREAS, Due to the disruption caused by the COVID-19 pandemic, the United States Census Bureau did not release the 2020 Census Redistricting Data until August 2021, after the adjournment of the 81st Legislative Session;
