Plain-language change summary

The bill HB 28 has changed by clarifying the definition of "explicit sexual conduct" as it relates to the crime of sexual exploitation of children. The revised definition now explicitly includes various forms of sexual acts and behaviors, which helps ensure a clearer understanding of what constitutes sexual exploitation. This matters because it aims to better protect children by making the law more precise, potentially leading to more effective enforcement and prosecution of such crimes.
