Plain-language change summary

The revised version of Senate Bill 5412 now specifies the conditions under which a school district can take a temporary loan from its capital projects fund. Key changes include clarifying that these loans must be fully repaid within one year, cannot incur interest charges, and must not harm any existing projects funded by the capital projects fund. These amendments aim to ensure financial accountability and protect vital projects while providing school districts with necessary financial flexibility.
