In order to provide funds necessary for the location, design, right-of-way, and construction of highway projects or improvements, there shall be issued and sold upon the request of the department of transportation a total of $1,100,000,000 of general obligation bonds of the state of Washington.
The legislature finds that it is necessary to provide a stable and dedicated source of funding for the preservation of the state's roads and transportation infrastructure to ensure the continued safety, functionality, and reliability of the transportation system.
NEW SECTION.
The legislature intends that the proceeds of the sale of bonds in this act be used exclusively for the preservation of existing transportation facilities, including activities necessary to protect the state's investment in highway assets, extend the useful life of transportation structures, and maintain mobility for people and goods throughout the state of Washington.

1 SB 6225 NEW SECTION.
In order to reserve funds for completion of highway projects identified in the LEAP Transportation Document 2022-B as developed March 9, 2022, there shall be issued and sold upon the request of the department of transportation a total of $400,000,000 of general obligation bonds of the state of Washington.
In order to provide funds necessary for the location, design, right-of-way, and construction of highway preservation projects or improvements and ferry vessel construction, there shall be issued and sold upon the request of the department of transportation a total of $3,400,000,000 of general obligation bonds of the state of Washington.
Only projects identified in the LEAP document referenced in this section with unanticipated construction-related cost increases are eligible recipients of bond proceeds authorized in this section.

Bonds issued under the authority of this section and sections 2 through 4, 6, and 7 of this act shall distinctly state that they are a general obligation of the state of Washington, shall pledge the full faith and credit of the state to the payment of the principal thereof and the interest thereon, and shall contain an unconditional promise to pay such principal and interest as the same shall become due.
The principal and interest on the bonds shall be first payable in the manner provided in this section and sections 1 through 4, 6, and 7 of this act from the proceeds of the state excise taxes on fuel imposed by chapter 82.38 RCW and vehicle-related fees imposed under Title 46 RCW that constitute license fees for motor vehicles required to be used for highway purposes.
The principal and interest on the bonds shall be first payable in the manner provided in this section and sections 2 through 4, 6, and 7 of this act from the proceeds of the state excise taxes on fuel imposed by chapter 82.38 RCW and vehicle-related fees imposed under Title 46 RCW that p.
Proceeds of these excise taxes and vehicle-related fees are hereby pledged to the payment of any bonds and the interest thereon issued under the authority of this section and sections 1 through 4, 6, and 7 of this act, and the legislature agrees to continue to impose these excise taxes on fuel and vehicle-related fees in amounts from such sources sufficient to pay, when due, the principal and interest on all bonds issued under the authority of this section and sections 1 through 4, 6, and 7 of this act.

(1) Both principal and interest on the bonds issued for the purposes of this section and sections 1 through 5 and 7 of this act shall be payable from the highway bond retirement fund.

(b) Funds required shall never constitute a charge against any other allocations of fuel tax and vehicle-related fee revenues to the state, counties, cities, and towns unless the amount arising from excise taxes on fuel and vehicle-related fees distributed to the move ahead WA account described in (a) of this subsection proves insufficient to meet the requirements for bond retirement or interest on any such bonds.
(b) Funds required shall never constitute a charge against any other allocations of fuel tax and vehicle-related fee revenues to the state, counties, cities, and towns unless the amount arising from excise taxes on fuel and vehicle-related fees distributed to the motor vehicle fund described in (a) of this subsection proves insufficient to meet the requirements for bond retirement or interest on any such bonds.
(c) Any payments for bond retirement or interest on the bonds taken from other revenues from the fuel taxes and vehicle-related fees that are distributable to the state, counties, cities, and towns shall be repaid from the first revenues from the fuel taxes and vehicle-related fees distributed to the move ahead WA account described in (a) of this subsection not required for bond retirement or interest on the bonds.
(c) Any payments for bond retirement or interest on the bonds taken from other revenues from the fuel taxes and vehicle-related fees that are distributable to the state, counties, cities, and towns shall be repaid from the first revenues from the fuel taxes and vehicle-related fees distributed to the motor vehicle fund described p.

Bonds issued under the authority of this section and sections 2 through 6 of this act and any other general obligation bonds of the state of Washington that have been or that may be authorized and that pledge fuel excise taxes and vehicle- related fees for the payment of principal and interest thereon shall be an equal charge against the revenues from such fuel excise taxes and vehicle-related fees.

3 SSB 6225 NEW SECTION.
For purposes of sections 1 through 7 of this act, "vehicle-related fees" means vehicle-related fees imposed under Title 46 RCW that constitute license fees for motor vehicles required to be used for highway purposes.
For purposes of sections 2 through 7 of this act, "vehicle-related fees" means vehicle-related fees imposed under Title 46 RCW that constitute license fees for motor vehicles required to be used for highway purposes.

RCW 47.02.120 and 2006 c 334 s 39 are each amended to read as follows:
A new section is added to chapter 46.68 RCW to read as follows:
For the purpose of providing funds for the acquisition of headquarters facilities for district 1 of the department of transportation and costs incidental thereto, together with all improvements and equipment required to make the facilities suitable for the department's use, there shall be issued and sold upon the request of the secretary of the department of transportation a total of ((fifteen million dollars)) $15,000,000 of general obligation bonds of the state of Washington.
The preserve Washington account is created in the motor vehicle fund.
If any bonds authorized in this chapter have not been issued by June 30, 2026, the authority of the state finance committee to issue such remaining unissued bonds expires June 30, 2026.
Moneys in the account may be spent only after appropriation.
Expenditures from the account must be used only for the purposes identified in section 1 of this act.

In order to provide funds necessary for the location, design, right-of-way, and construction of selected interstate and other highway improvements, there shall be issued and sold upon the request of the secretary of the department of transportation a total of ((one hundred million dollars)) $100,000,000 of general obligation bonds of the state of Washington for the following purposes and specified sums:
(1) All earnings of investments of surplus balances in the state treasury shall be deposited to the treasury income account, which account is hereby established in the state treasury.
4 SSB 6225 (1) Not to exceed ((twenty-five million dollars)) $25,000,000 to pay the state's and local governments' share of matching funds for the ten demonstration projects identified in the Intermodal Surface Transportation Efficiency Act of 1991.
4 SB 6225 (2) The treasury income account shall be utilized to pay or receive funds associated with federal programs as required by the federal cash management improvement act of 1990.
(2) Not to exceed ((fifty million dollars)) $50,000,000 to temporarily pay the regular federal share of construction in advance of federal-aid apportionments as authorized by this section.
The treasury income account is subject in all respects to chapter 43.88 RCW, but no appropriation is required for refunds or allocations of interest earnings required by the cash management improvement act.
(3) Not to exceed ((twenty-five million dollars)) $25,000,000 for loans to local governments to provide the required matching funds to take advantage of available federal funds.
Refunds of interest to the federal treasury required under the cash management improvement act fall under RCW 43.88.180 and shall not require appropriation.
These loans shall be on such terms and conditions as determined by the secretary of the department of transportation, but in no event may the loans be for a period of more than ((ten)) 10 years.
The office of financial management shall determine the amounts due to or from the federal government pursuant to the cash management improvement act.
The interest rate on the loans authorized under this subsection shall be equal to the interest rate on the bonds sold for such purposes.
The office of financial management may direct transfers of funds between accounts as deemed necessary to implement the provisions of the cash management improvement act, and this subsection.
If any bonds authorized in this chapter have not been issued by June 30, 2026, the authority of the state finance committee to issue such remaining unissued bonds expires June 30, 2026.
Refunds or allocations shall occur prior to the distributions of earnings set forth in subsection (4) of this section.
(3) Except for the provisions of RCW 43.84.160, the treasury income account may be utilized for the payment of purchased banking services on behalf of treasury funds including, but not limited to, depository, safekeeping, and disbursement functions for the state treasury and affected state agencies.

(b) Any state agency that has independent authority over accounts or funds not statutorily required to be held in the state treasury that deposits funds into a fund or account in the state treasury pursuant to an agreement with the office of the state treasurer shall receive its proportionate share of earnings based upon each account's or fund's average daily balance for the period.
(5) In conformance with Article II, section 37 of the state Constitution, no treasury accounts or funds shall be allocated earnings without the specific affirmative directive of this section.

In order to provide funds necessary to implement the public- private transportation initiatives authorized by chapter 47.46 RCW, there shall be issued and sold upon the request of the secretary of the department of transportation a total of ((twenty-five million six hundred twenty-five thousand dollars)) $25,625,000 of general obligation bonds of the state of Washington.
(1) All earnings of investments of surplus balances in the state treasury shall be deposited to the treasury income account, which account is hereby established in the state treasury.
If any bonds authorized in this chapter have not been issued by June 30, 2026, the authority of the state finance committee to issue such remaining unissued bonds expires June 30, 2026.
(2) The treasury income account shall be utilized to pay or receive funds associated with federal programs as required by the federal cash management improvement act of 1990.

Refunds of interest to the federal treasury required under the cash management improvement act fall under RCW 43.88.180 and shall not require appropriation.
The office of financial management shall determine the amounts due to or from the federal government pursuant to the cash management improvement act.
The office of financial management may direct transfers of funds between accounts as deemed necessary to implement the provisions of the cash management improvement act, and this subsection.
Refunds or allocations shall occur prior to the distributions of earnings set forth in subsection (4) of this section.

24 SB 6225 (3) Except for the provisions of RCW 43.84.160, the treasury income account may be utilized for the payment of purchased banking services on behalf of treasury funds including, but not limited to, depository, safekeeping, and disbursement functions for the state treasury and affected state agencies.
The treasury income account is subject in all respects to chapter 43.88 RCW, but no appropriation is required for payments to financial institutions.
Payments shall occur prior to distribution of earnings set forth in subsection (4) of this section.
(4) Monthly, the state treasurer shall distribute the earnings credited to the treasury income account.
The state treasurer shall credit the general fund with all the earnings credited to the treasury income account except:
(a) The following accounts and funds shall receive their proportionate share of earnings based upon each account's and fund's average daily balance for the period:
The abandoned recreational vehicle disposal account, the aeronautics account, the Alaskan Way viaduct replacement project account, the budget stabilization account, the capital vessel replacement account, the capitol building construction account, the Central Washington University capital projects account, the charitable, educational, penal and reformatory institutions account, the Chehalis basin account, the Chehalis basin taxable account, the clean fuels credit account, the clean fuels transportation investment account, the cleanup settlement account, the Columbia river basin water supply development account, the Columbia river basin taxable bond water supply development account, the Columbia river basin water supply revenue recovery account, the common school construction fund, the community forest trust account, the connecting Washington account, the county arterial preservation account, the county criminal justice assistance account, the covenant homeownership account, the deferred compensation administrative account, the deferred compensation principal account, the department of licensing services account, the department of retirement systems expense account, the developmental disabilities community services account, the diesel idle reduction account, the opioid abatement settlement account, the drinking water assistance account, the administrative subaccount of the drinking water assistance account, the driver education safety improvement account, the early learning facilities development account, the early learning facilities revolving account, the Eastern Washington University capital projects p.

Earnings derived from investing balances of the agricultural permanent fund, the normal school permanent fund, the permanent common school fund, the scientific permanent fund, and the state university permanent fund shall be allocated to their respective beneficiary accounts.
(b) Any state agency that has independent authority over accounts or funds not statutorily required to be held in the state treasury that deposits funds into a fund or account in the state treasury pursuant to an agreement with the office of the state treasurer shall receive its proportionate share of earnings based upon each account's or fund's average daily balance for the period.
(5) In conformance with Article II, section 37 of the state Constitution, no treasury accounts or funds shall be allocated earnings without the specific affirmative directive of this section.

Sections 2 through 8 of this act are each added to chapter 47.10 RCW.

(4) Section 14 of this act expires January 1, 2029.
(5) Section 15 of this act expires when RCW 74.76.040 expires.
