Plain-language change summary

The recent changes to SB 5155 make the habitat restoration permit pathway program a permanent fixture instead of a temporary pilot program. Additionally, the language clarifies that this streamlined permitting process is an option for projects, rather than replacing existing permit requirements. This distinction is important as it ensures that current regulations remain in place while still providing a more efficient route for environmental restoration projects that benefit important fish habitats.
