Plain-language change summary

In the latest version of Senate Bill 5884, the definition of "City" has been updated to allow cities with populations up to 275,000, increased from the previous limit of 250,000. Additionally, the term "Area of reduced affordability requirements" has been removed completely. These changes are significant because they broaden the scope of cities that can participate in the program, potentially allowing more areas to develop affordable housing options. This could help address housing shortages in larger urban areas.
