Plain-language change summary

The recent changes to House Bill 1990 shift the process from a petition-based approach to an application process for electrical, gas, or water companies seeking approval for financing recovery related to costs. This is important because it simplifies how companies can request financial support, potentially making it easier and quicker for them to recover expenses, especially in the wake of disasters or emergencies. The amendment emphasizes ensuring that the recovery methods are reasonable and advantageous for customers, which could lead to more favorable outcomes for consumers.
