Plain-language change summary

The latest version of Senate Bill 5998 has made some key changes, including the removal and addition of certain sections related to fiscal matters. Notably, it took out references to various sections of law that were included in the earlier version, which may streamline the bill's focus and reduce complexity. Additionally, it keeps some existing clauses while also reenacting and amending specific regulations. These changes are significant because they could affect how funding is allocated and managed within the impacted areas, ensuring that resources are used more effectively.
