Plain-language change summary

The revised version of Bill SB 5923 now specifies that a hospital must be certified as a critical access hospital on or after January 1, 2026, to qualify for payment, highlighting a starting date for eligibility. This change reflects an effort to ensure that only newer facilities are included in the program, which is aimed at supporting rural communities. Additionally, while the overall purpose of the Washington rural health access preservation pilot remains unchanged, this amendment provides clearer criteria for hospital participation, which could help strengthen health services in rural areas.
