Plain-language change summary

The latest version of SB 5984 clarifies the definition of an "AI companion chatbot" by specifying that these systems should be able to personalize interactions and engage users with personal questions, emphasizing their role in building a sustained human-like relationship. In contrast, it explicitly excludes certain types of AI, such as those used purely for customer service or limited to video game functions, ensuring that only those chatbots designed for deeper interactions fall under this definition. This change is important as it helps set clear boundaries for the technology's application and reinforces the distinction between casual chatbots and more relational AI companions.
