Plain-language change summary

In the updated version of House Bill 1902, several members of the work group have been changed or removed, notably replacing the representative from the department of commerce and the office of equity with representatives from tribal governments and organizations representing general contractors and construction trades. Additionally, the focus of the work group's recommendations has shifted from aligning legal requirements and interests in permitting to specifically reducing project costs and shortening the time from project conception to completion. These changes are important because they aim to streamline the transportation project process and include a broader range of perspectives, which could lead to more efficient and inclusive outcomes in state transportation planning.
