The amended version of House Bill 1104 now specifies that each member of the board for Professional Engineers and Land Surveyors must be a U.S. citizen and a resident of the state for at least five years prior to their appointment. This change adds a citizenship requirement that was not explicitly stated in the previous version. This matters because it clarifies who is eligible to serve on the board, ensuring that its members have a strong connection to the community they will be regulating.
