Plain-language change summary

The recent changes to Bill HB 147 now require both state and local governments to offer electronic options for citizens to fill out and submit forms and records. This update also includes provisions for exceptions or delays, allowing some flexibility in meeting this requirement. This matters because it enhances accessibility for residents, making it easier for them to engage with government processes, especially in a digital age.
