The amended bill SB 19 focuses on the examination of digital evidence from mobile devices. The changes include shifting the requirement from all cities and counties to have their own digital forensics laboratories to requiring local law enforcement agencies to have access to mobile device forensics services through partnerships or support for existing regional services. This matters because it simplifies the requirements for local agencies, allowing them to collaborate and share resources instead of each setting up and maintaining their own labs, which could be costly and inefficient.
