Plain-language change summary

The bill SB 324 has shifted from establishing an "Outcome-based Investment Grant Pilot Program" to an "Outcome-based Investment Grant Pilot Framework." This change emphasizes creating a structured approach for administering grants based on measurable outcomes rather than just providing funding. Additionally, it specifies that the Governor's Office of Planning and Budget, along with the Office of the Legislative Fiscal Analyst, will set the evaluation standards, enhancing accountability in how these grants are assessed. The newly introduced budget of $9 million for fiscal year 2027 shows that funding has been allocated for this initiative, which is important for implementing the framework effectively.
