WHEREAS, rules that are unclear in their intent and direction create compliance challenges for tobacco and vapor product retailers;

NOW, THEREFORE, BE IT RESOLVED, by the House of Representatives of the One Hundred First Legislature of the State of South Dakota, the Senate concurring therein, that the Executive Board of the Legislative Research Council be encouraged to form the interim Neurohealth Safety Committee for the purpose of studying the regulatory framework under which tobacco and vapor product retailers operate and to assess the extent of the need for further regulatory action.
