The licensure requirement does not apply to an individual providing guide services on:on a body of water located entirely within the boundaries of property that the individual owns.
(1) On a body of water located entirely within the boundaries of property that the individual owns;
(2) On a body of water located entirely within the boundaries of property owned by another private person, provided that the property owner has granted permission for the provision of guide services;
(3) Within the scope of the individual's employment with this state or a political subdivision of this state;
