Plain-language change summary

The amendment to Bill S 684 introduces a new requirement for members of state boards and commissions in South Carolina: if they do not take the required oath of office, they will face budgetary penalties. Specifically, the State Treasurer will withhold direct funding to their board or commission, and they will not receive any indirect funding as well. This change is important because it aims to ensure that all members are properly sworn in before participating in their official duties, reinforcing accountability and adherence to state constitutional requirements.
