Plain-language change summary

The recent amendments to Bill HB 1102 clarify how funds for educational assistance grants for veterans will be handled. The General Assembly is now explicitly required to allocate money for both full-time and part-time grants, and they can use a portion of these funds for administrative costs. This change ensures more transparency and effective management of the funds, which is important for supporting veterans' education.
