Plain-language change summary

The recent amendment to Bill HB 3028 specifically clarifies that discounts offered by sellers to encourage cash or debit card payments, instead of credit card payments, will not be considered a credit service charge. This change ensures that these discounts are applied more uniformly and transparently to all customers, promoting more equitable payment options. By making this distinction clear, it helps consumers understand their payment choices better and could potentially lower overall costs for using non-credit payment methods.
