Plain-language change summary

The changes in House Bill 4108 allow the City of Eugene to annex land that is not directly connected to the city, streamlining the process significantly. Previously, the city was required to hold public hearings and present annexation proposals to voters. Now, if all landowners submit a petition and specific criteria are met—like being within the urban growth boundary and having access to city services—the city can annex the land directly through a resolution or ordinance. This matters because it can speed up urban development and relieve some administrative burdens on local government, which could help accommodate growth more efficiently.
