Plain-language change summary

The amendment to HB 1100 specifies that the funding for free school meals will only cover "qualified delinquent meal debt" incurred between July 1, 2023, and June 30, 2025, rather than just any delinquent meal debt. This change ensures that only specific instances of unpaid meal costs during this time period will be eligible for reimbursement to school districts. This matters because it helps to clarify how the $6 million in funding can be used, making it more targeted and potentially easier to manage both for schools and for oversight by the state.
