Plain-language change summary

The amendment to House Bill 1337 removed the specific focus on grants to counties and expanded the scope to include direct mental health and substance use disorder treatment services for incarcerated individuals. This change allows the Department of Health and Human Services to also contract private entities to provide these services, potentially increasing access to treatment. Additionally, the bill emphasizes the need for a report summarizing both county reports and the contracted services, which is important for assessing the effectiveness and future funding of mental health support for this vulnerable population.
