Plain-language change summary

The updated version of Bill HB 1593 shifts the focus from holding commercial entities responsible for distributing sexual material harmful to minors to addressing covered platforms, defined as websites that host such content. It adds explicit requirements for age verification methods that these platforms must use, which now include various types of identification and commercial means to ensure users are at least eighteen years old. These changes aim to strengthen measures that protect minors from accessing inappropriate content online. This matters because it places greater accountability on internet platforms to verify user ages effectively, potentially reducing minors' exposure to harmful material.
