The updated version of House Bill No. 1551 has added definitions for terms related to "beneficial substances," which aim to clarify what these substances are and how they can be used in agriculture. This change is important as it lays out clear guidelines for manufacturers and sellers, helping them understand what falls under the regulation. It also ensures that any materials used to enhance plant growth are scientifically backed, which can lead to better agricultural practices and environmental safety.
