The amendments to House Bill 1556 clarify the definition of a "child in need of protection" by specifying the circumstances under which a child's well-being might be compromised. The new language emphasizes that a lack of care due to a physical, mental, or emotional illness of the parents is not considered neglect if it's not caused by the parents' intentional actions. This change is significant because it aims to ensure that families facing health challenges are not unfairly penalized, promoting a more compassionate approach to child protection.
