Plain-language change summary

The recent changes to HB 1458 clarify the definition of "release," specifying that it includes intentional acts resulting in the potential transmission of a self-spreading virus or bacteria. The amendments also explicitly state that individuals who unknowingly spread such infections are exempt from the regulations. This matters because it ensures that individuals who are not aware of their infection are not held responsible, while reinforcing the importance of consent when it comes to intentionally spreading these viruses.
