Plain-language change summary

The updated version of House Bill 1480 now allows individuals who are not the legal owners of a vehicle to request a certificate of title after the vehicle has been unregistered for more than twenty-five years, instead of just ten years as in the previous version. Additionally, applicants are required to advertise their request twice over a thirty-day period, rather than just once for fourteen days. These changes are significant because they broaden the eligibility for obtaining a vehicle title and provide more time for public notice, potentially making it easier for individuals to claim ownership of long-ignored vehicles.
