Plain-language change summary

The updated version of HB 1514 adds a specific class of environmental activities deemed harmful, such as stratospheric aerosol injection, and includes a penalty for violations. It also emphasizes the community's role in reporting such activities, allowing individuals to contact local sheriffs if they suspect harmful atmospheric experimentation. What’s important is that the changes clarify the law and strengthen enforcement by outlining how citizens can help monitor and report these potential environmental threats.
