Plain-language change summary

The updated version of Bill HB 378 adds a clarification about who can act as a parent for students regarding dual enrollment information. The change indicates that an individual can step in as a parent in the absence of a legal guardian, as long as it complies with the Family Educational Rights and Privacy Act (FERPA). This is important because it ensures more flexibility for students to receive important educational information, making it easier for them to enroll in dual courses, particularly if their parents or guardians are unavailable.
