What changed in the latest version
1918 added · 1914 removedPlain-language change summary
In the latest version of House Bill 788, the language was clarified to emphasize that the North Carolina General Assembly will establish a nonpartisan process for revising Senate districts. This change is significant because it aims to ensure fair representation by avoiding manipulation of district boundaries for political gain. Additionally, the amendment reinforces requirements that Senate districts must be contiguous and prevent counties from being split, thus promoting a more equitable electoral system.

House Bill 788-First Edition Page 29 General Assembly Of North Carolina Session 2025 The purpose of this Article is to ensure the fairness of democratic elections in North Carolina and to protect the constitutional rights of voters and candidates from the detrimental effects of increasingly large amounts of money being raised and spent to influence the outcome of elections, those effects being especially problematic in elections of the judiciary, since impartiality is uniquely important to the integrity and credibility of the courts.
Accordingly, this Article reestablishes the North Carolina Public Campaign Fund as an alternative source of DRH10316-LUxfaye-53B Page 29 General Assembly Of North Carolina Session 2025 campaign financing for candidates who demonstrate public support and voluntarily accept strict fundraising and spending limits.

If, despite due diligence by election officials, the initial counting of all the votes has not been completed by that time, the county board may hold the canvass meeting a reasonable time thereafter. This change eliminates the allowance for counties to postpone canvass meetings if initial vote counting is incomplete, potentially enforcing stricter timelines.
