Plain-language change summary

The latest amendment to Bill HB 1602 clarifies the definitions and responsibilities related to battery recycling. Key changes include narrowing the definition of a "battery stewardship organization" to producers implementing their own plans rather than organizations with multiple producers, and the removal of several specific exemptions for covered batteries. This matters because it simplifies the framework, likely making it easier for stakeholders to comply and ensuring a more effective recycling process for batteries in New Hampshire.
