In plain language

This bill addresses the expiration of public health certificates and pricing restrictions.

The bill ensures that any public advantage certificates expiring on June 30, 2028, cease to exist, while related pricing restrictions last until a new hospital opens or five years pass. The attorney general supervises these pricing restrictions and can only modify them through written agreement.
