Plain-language change summary

The amendments to Bill HB 1828 specify that the Department of Education will review and audit educator preparation programs to ensure they provide effective literacy instruction coursework. Previously, the bill only required all educators to complete this coursework without the auditing process. This change is important because it emphasizes accountability in educator training, helping to ensure that teachers are adequately prepared to support student literacy development based on proven strategies. Additionally, the fiscal impact section now outlines costs associated with the bill, providing clarity on its financial implications.
