Plain-language change summary

The amendment to HB 1665 updated the wording to specify that the subpoena authority applies to "all parties to an administrative hearing" instead of to "every proceeding under this chapter and any other administrative hearing." Additionally, the reference to the authority set forth in RSA 516 was changed from section 4 to section 5, which broadens the scope of the authority for subpoenas. This change is important because it clarifies and expands the rights of all parties involved in administrative hearings, ensuring they can equally summon witnesses and documents needed for their cases.
