hb0009b-02-erhb0009b-01-c1 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S ENROLLED CS/HB9B 2023BLegislature2023B obligations, restrictions on the establishing of competing projects or facilities, restrictions on the sale or disposal of the assets and property of the district, the priority of assessment liens, the priority of claims by bondholders on the taxing power of the district, the maintenance of deposits to ensure the payment of revenues by users of district facilities and services, the discontinuance of district services by reason of delinquent payments, acceleration upon default, the execution of necessary instruments, the procedure for amending or abrogating covenants with the bondholders, and such other covenants as may be deemed necessary for the security of the bondholders.

hb0009b-02-erhb0009b-01-c1 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S ENROLLED CS/HB9B 2023BLegislature2023B the projects of the district will constitute public property used for public purposes, all assets and properties of the district, and all bonds issued hereunder and interest paid thereon, and all fees, charges, and other revenues derived by the district from the projects provided for by this act shall be exempt from all taxes by the state or by any political subdivision, agency, or instrumentality thereof, provided, however, that nothing in this act shall be deemed to exempt from taxation any property, project, facility, business activity, or enterprise that cannot validly be undertaken as a public function by special taxing districts or other public bodies under the laws and Constitution of the State of Florida, and provided further that nothing in this act shall be deemed to exempt any property, project, facility, business activity, or enterprise of the district, or revenues derived therefrom, which would be subject to taxation under the general laws of the State of Florida if such property, project, or facility were owned or undertaken by a municipal corporation.
hb0009b-02-erhb0009b-01-c1 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S ENROLLED CS/HB9B 2023BLegislature2023B the projects or to levy and collect the taxes, assessments, rentals, rates, fees, fares, and other charges provided for herein and to fulfill the terms of any agreement made with the holders of such bonds or other obligations, that it will not in any way impair the rights or remedies of the holders, and that it will not modify in any way the exemption from taxation provided in this act, until all such bonds, together with interest thereon, and all costs and expenses in connection with any action or proceeding by or on behalf of such holders, are fully met and discharged.

hb0009b-02-erhb0009b-01-c1 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S ENROLLED CS/HB9B 2023BLegislature2023B any county, municipality, or other political subdivision, or any agency, instrumentality, or corporation of or created by the United States of America, or the United States of America, as the board of supervisors shall determine to be necessary, or as otherwise authorized by general law or this act, to carry out the purposes of this act, and in connection with any such contract, grant, or loan to stipulate and agree to such covenants, terms, and conditions as the board deems appropriate.
