RSA 263:12, VI is repealed and reenacted to read as follows:
Manufacture, advertise for sale, sell, or possess any fictitious, facsimile or simulated license to drive a motor vehicle [unless specifically authorized by the director].
Manufacture, advertise for sale, sell, or possess any fictitious, facsimile, or simulated license to drive a motor vehicle unless specifically authorized by the director to provide such document to an individual who is a United States citizen performing official duties under state and federal law.
