Plain-language change summary

The new version of HB 1483 establishes a section for vanity license plates specifically for amateur radio operators. It allows these operators to either display their FCC call sign on the plate or use a standard plate with a lightning bolt symbol if they can't display the call sign. Additionally, the bill ensures that a list of license plate holders will be shared with state safety departments for emergency management purposes, while also clarifying that having these plates does not grant any special privileges, like using emergency lights. These changes are important as they recognize the role of amateur radio operators in public safety while maintaining clear regulations around their use.

This bill authorizes the creation of vanity license plates and decals that identify amateur radio operators by their Federal Communications Commission (FCC) call signs or a lightning bolt symbol.
The Department of Safety states this would require system programming changes to accommodate the new plate types and the associated eligibility verification process, at an estimated one-time cost of approximately $25,000.
Vanity plates are produced on-demand, and the cost of plate production, materials, and distribution is covered by existing vanity and plate fees.
To the extent this bill would generate additional vanity plate sales, there would be an increase in state revenue.
Demand for such plates cannot be estimated and therefore this bill's impact on state revenue is indeterminable.
