(b) For each parcel of unimproved real property, the district must provide all of the following data to the department in a format prescribed by the department:

The address or descriptive location of the parcel.
Location by address or a geographic description;
The date of acquisition of the parcel by the district.

The fair market value of the parcel, calculated using:
Current or planned use, if any;

Fair market value, calculated using:
The most recent market value assessed by the county property appraiser;
The most recent county property appraiser assessed market value;
(3) STATEWIDE REPORT.—The department shall compile the data collected pursuant to subsection (2) into a statewide report, which must include:
